Title: local or state problem

Total Pages: 7 Words: 2441 Works Cited: 7 Citation Style: MLA Document Type: Research Paper

Essay Instructions: Choose and research a local or state problem you think is important, interesting, or topical. Some examples include the following: urban littering, low-cost housing shortages in the center city, low wages in the restaurant sector, and high business taxation. For this activity:
Look at the National Association of Counties’ Web page page at www.naco.org. Click on the Issues and Interest Areas tab to find information that will help you make policy suggestions.

Choose an existing solution, such as using school vouchers to help resolve poor schooling, or generate your own creative solutions, such as paying students to remove litter outside their school.
Take a broad problem and focus on a particular manifestation of it. For example, if you are concerned about urban litter, focus on student littering outside a school during lunch hour. This reflects the problem-solving approach of local governments.
Identify two or more alternative policy proposal solutions and research the pros and cons of each. For example, in the case of urban litter, suggest greater police enforcement, new punishment, and greater advertising efforts. Pros and cons may include the financial costs and benefits of the solution relative to other solutions and the costs in terms of civil liberties.
Select the “best” proposal or a combination of proposals based on the criteria you establish. For example, ask yourself what the proposal will cost the taxpayers, how fair it is, and how it would affect the community.
Prepare a report based on your research. The report will be divided into the following sections: introduction, body, and recommendation.
In the introduction, explain why you chose the problem and briefly summarize the solution that you think is the best. In addition, explain in one or two sentences why you think that it is the “best” solution.
In the body of the report, include the following:
In a single page, describe the problem. Explain why the problem is important, who is affected, and why you think this problem should be on the government’s agenda.
In a single page, explain the criteria that any solution must meet. For example, solutions must be affordable, consistent with the U.S. Constitution, and politically saleable. Think about the capacities and constraints that governments generally face.
Describe two or three possible solutions in one page each. Explain which jurisdiction would implement the solutions. Describe the possible pros and cons for the community.
Include a summary table that has a row for each solution and a column for pros and cons of each solution.
In the recommendation section, state which policy you are recommending and why. Identify the jurisdiction that would be responsible.
