Essay Instructions: Two current trends in international politics are first, Challenging the conventional doctrines regarding the use of force and the principle of non-interference and, second, pointing to a broad peace-building agenda. One is the doctrine of humanitarian intervention. Over the past decade the international community has increasingly insisted that during situation of crimes against humanity there is a duty to intervene. Following a humanitarian intervention there should be a sustained peacebuilding effort in order to make sure that the conditions that produced the crimes are not repeated. The other is the Bush Doctrine of pre-emption. The argument is that in an age when rogue governments can obtain WMD and failed states provide breeding grounds for terrorism and regional instability, governments should not be expected to wait for an attack before they attack, and that they should be allowed to act pre-emptively. In order to make sure that the causes of this security threat do not re-emerge, a peacebuilding effort should try to create a stable, legitimate state. In short, humanitarian intervention has met pre-emption.
This paper needs to consider the arguments underlying both doctrines, drawing comparisons on the following issues: 1-Who determines whether the use of force is justified. 2- The threshold that must be crossed before pre-emption is warranted. 3- Whether the either/or doctrine of pre-emption or doctrine of humanitarian intervention are dangerously loosening the stabilizing forces of sovereignty.

2.Statement of the situation and assumptions surrounding the problem.

The challenges and complexities involved in managing disasters have rapidly gained attention globally. This has given rise to a new supply chain field specifically focused in the sourcing and delivery of goods for disaster relief operations .There has not been an extensive research done in the supply chain area of humanitarian aid, much of the research done previously is concentrated on humanitarian aids with less emphasis on the challenges and complexities in supply chains area , which is key to a positive outcome of an effective and efficient humanitarian aid.


3.Description of relevancy of the study.

Humanitarian supply chain has similarities with most disasters. Disasters are unpredictable or have very short time interval of notice before occurrence while humanitarian supply chains have a short time interval to procure, deliver and distribute resources to avoid more controllable disaster. The study will shed more light in the challenges, disruptions, scope and dynamic nature of the problems associated with procuring, delivering and distributing goods and services in time of disaster and the mitigation strategies to improve on previous strategy. The emphasis will be on reviewing the current processes used by USAID, FEMA, RED CROSS etc in responding to disasters (wild fire, tornadoes, earthquakes, flooding etc) and recommending an effective and efficient process to be utilized in disaster response.




4.The approach to be taken to gather and analyze information.

The research methods/ approach to be utilized is empirical which includes statistical sampling, surveys ,review of case study methods and published articles associated with humanitarian aid and finally using the six sigma approach to review current processes utilized by USAID, FEMA, RED CROSS. (Review of current processes in responding to disaster and recommending a streamlined process through removal of non value adding process)

ABSTRACT
We all know it takes time, effort and money to rebuild a community. The American Red Cross is one of the groups which is making a difference in the lives of so many across the globe. The Red Cross was founded to provide wartime aide; now it has expanded to provide service to the public even in peacetime. Even though the Red Cross attracts sizable donations the question still surfaces whether the funds are going for their intended use. In order to dispel the public’s perception, the Red Cross wanted to define their mission and inform the public of that mission. The total workforce of the Red Cross is exemplified in its history, its services, its disaster efforts, its economic growth, its present state and future outlook. We will examine how this organization is an advocate for all types of humanitarian services and the impact on how a little goes a long way.
