A proposal is a document that “persuades an audience to take some form of action: to authorize a project, accept a service or product, or otherwise support a specific plan for solving a problem or improving a situation” (Lannon, 2008, p. 523). For this assignment, you need to persuade me, via a written proposal, that you can complete a formal technical report/manual on a specific topic of your choice. In other words, you are asking permission from me to write your technical report. Firstly, make sure you understand what is required for the technical report before writing your proposal. (See assignment sheet for the Technical Report/Manual.)

As you begin to think about the assignment, try asking questions that seem relevant to solving a technical problem. The proposal will answer the following questions: Why is this a technical problem? Who is my audience? What background knowledge does my audience need? Why is this research important right now? How will my research fill a gap in the body of knowledge out there already? What are my methods for research? What are my resources? What resources will I need? What is my schedule? What tasks do I need to complete? Who is going to perform what tasks? What do I expect to know and conclude at the end of my research? What research have I done already? etc.
Answering these questions intelligently is important in convincing me that you will be able to research and write the technical report effectively. Choose headings that will address each of these issues (problem, audience, methodology, schedule, tasks and group assignments, preliminary bibliography, etc.)

A proposal has
o Has a forecasting title,
o Focuses on audience’s information needs,
o Discusses the technical problem and how the report will solve it,
o Outlines objectives,
o Outlines standards of judgment (if any),
o Provides honest, supportable claims,
o Uses convincing language (includes tone, precise language, Standard English, etc.),
o Uses visuals meaningfully,
o Maintains an appropriate level of detail,
o Has accessible page design,
o Contains proper source citations.

See chapter 23 in the Lannon text for more information on how to write a proposal. This chapter also includes a sample outline and headings. This proposal should be around 6-8 double-spaced pages and in the form of a memo. Address the memo to me. You will work in groups to complete one proposal. Be sure to turn in one audience analysis memo (Note: I am your audience for the proposal. Analyze me.). Each group member should also turn in a peer evaluation memo.
