Many Americans in the first half of the nineteenth century saw a powerful federal government as a threat to individual liberty and supported the sovereignty of state and local government. Others, however, believed that a powerful federal government could enhance American freedom. These two views helped shape the development of national political parties after 1800 and would play an important role in creating sectional conflict prior to the Civil War.
