Note that the claim is not about school drop outs, etc. She is advocating school choice, also often called school voucher systems, as a solution to "the dropout problem." She isn't making a claim that dropouts are a problem - that is assumed. She is claiming lack of school choice for parents is a problem (that aggravates or creates a bunch of other problems). So, you will carefully want to carefully analyze the grounds, statistics, and rhetoric. You will also want to analyze Ms. Story and the Texas Public Policy Foundation, finding out as much as possible about both. Since the claim is made at the Foundation's website, who would the targeted audience be? It would not be the same audience, for example, as if Ms. Story was being interviewed on 60 Minutes.
