Issue One
The state of Alpha makes it a crime for any person to marry another person of the same sex, including but not limited to marriages conferred through civil laws, sectarian ceremonies, or private ceremonies not involving a state or religious institution. Issue Two
The state of Beta limits civil marriage to opposite-sex couples; it does not prohibit same-sex couples from marrying in non-civil, private ceremonies?the law simply does not recognize such marriages.

However, in order to get married, one must sign a marriage license application form which states that ?the persons to be married solemnly commit themselves to sexual fidelity.? The law also requires that the marriage ceremony contain the following vow that must be recited by each person: ?I hereby declare that I will forsake sexual activity with all other persons other than you, from this point forward, till this marriage is either dissolved by law or until death do we part.?

Individuals who refuse to comply with these requirements cannot enter into a civil marriage in the state of Delta; however, they can enter into a private marriage that the state does not recognize. The state argues that it is attempting ?to strengthen the institution of marriage by pulling it back towards its core value of sexual faithfulness and the stability that it fosters for human persons (spouses and any children) to flourish.?

Issue Five
All of the above states prohibit (i.e., make criminal) civil and private marriage of any type between more than two individuals, as well as co-habitation between a one adult male and multiple adult females in which sexual relations (of any type) and child-rearing are occurring.
