The class is cultural geography, so I wanted to do it on the death of public transportation in L.A. I wanted to focus on the Red Car system in L.A during the early 1900's and why it died out unlike the public transportation system of San Francisco.

I need a thesis essay that is to be 20 pages long that follows this format:

Topic and Purpose: The effects of the American with Disabilities Act on Public Transportation with an opinionated point of view which intends to prove the thesis on wether or not the Americans with Disabilities Act is actually useful and being implemented with regulations in respects to public transportation.

Introduction: Write 3-4 pages describing the paper in detail. You should have a thesis statement whereby you tell the reader why and how this particular project is useful and what you intend to demonstrate or prove. Include a brief summary on how you plan to proceed in the sections of the thesis that follow.

Literature Review: Write 3-4 pages reviewing the professional literature that relates to the project. This includes books, parts of journals articles, professional pamphlets and memoranda, internet sources, ect. This review should provide a framework for your thesis and give it some perspective. Try to determine if other similar projects have been undergone throughout the world.

Method of Research: Write 2-3 pages showing how you gathered data and/or information for this thesis report. Describe interviews with individuals who are knowledgeable about the topic. Describe how you collected the data (survey, observation) describe how you used internet and library sources, and describe any statistical tool or computer analysis you may have used.

Results and Findings: Write 5-6 pages detailing the results of your research. This part is not an analysis but rather the facts that have unfolded from the research. For example: Provide detailed accounts from people that you interviewed. What are the key points from the literature that bear on your project? If you developed tables or graphs, identify salient points from them. If you conducted a survey, simply report the results from each of the questions.

Conclusion: Write 4-5 pages where you analyze the information that you have collected and organized. The conclusions should take the form of policy implications. You should also determine wether or not the thesis which you put forward earlier is credible or not. These conclusions must be supported by the preponderance of the data and the information that you have reported in the results and findings section. Finally, you should use the information and analysis to formulate your own opinion about how your research and or project will have an impact on your subject area.

Further Research: Write 2-3 pages indicating how you could improve your study if you had a chance to conduct it again. Be specific. And then show how your study can be expanded in the future. What are the next steps in this area of research? How will the subject area benefit?

Prospectus:
I am doing this project for the City and County of Denver one of their goal in their Denver Climate Action plan is to reduce Green house gas emission in Denver through city support of alternative transportation by either incentivizing or looking for other ways to use alternative transportation. Through this capstone I am look to find common characteristics of the successful ones and evaluate to some degree the costs of implementing each program:
What current projects exist to incentivize the use of alternative transportation in order to reduce energy use, traffic congestion, and emissions of green house gases and other pollutants? What are the common characteristics of successful projects or strategies? What is the best way to approach this problem and what are the areas of concern. I would like to examine 4 programs (car sharing, incentivize public transportation, business incentives for compressed work weeks or telecommuting as well as Congestion pricing as seen in London). I would like to identify the most successful programs and evaluation data as well as cost data. Throughout this project I will be also be examining the role public policy plays in reducing the green house gas emissions.
I intend to examine an incentive based program in Denmark where there was grant funded transportation program. This program was an initiative to get people to change their commuting behaviors. The premise of the program was to incentivize one thousand people who regularly drove to work, with a one month transportation card. I want to know if it really changed behavior or if this incentive was not enough.
I would like to look at is Car sharing program; I found a Berkley study looking at the cost impact of car sharing and pass using and the results of study.
I want to examine a congestion pricing program in 2003 started in London, charging fees to drive which has significantly reduced congestion as well as reduced personal travel in turn reducing GHG emissions.
Finally, I found various studies that address the different incentives that are given by companies or to companies in order to reduce commuting to and from their office. I also found an article that address the possibility that home commuting may increase overall emissions, because telecommuting significantly increases the expenditure of energy from households.

The second cited article is a study done on the impact of economic incentives to companies, response of business organizations to the administration's support for incentives and recommendations by the EPA to regulators.
There is a significant amount of research on the role of public policy in reducing green house gas emissions. I will include the public policy aspect throughout the paper and what role it plays.
