Propositions of fact focus attention on "defining" and demonstrating the "location," "quantity," and "state" of objects or phenomena relevant to subsequent value and policy considerations, but they do not in themselves entail any specific normative value or policy postion.

1. You must defend a proposition of fact that you consider to be relevant and significant to a future proposition of value or policy, but you must not argue values or policies in this essay.

2. The essay must be carefully and clearly structured according to the standard parts of a formal essay. The introduction should establish the significance of your topic for your audience, establish your thesis statement and offer an initial summary of how you intend to develop your argument. The body should be a clear series of proofs, all related tightly and immediately to the proposition of fact. This will include a thorough defintion of the key terms of the proposition and the use of the topics of fact argument to establish the proposition. The conclusion should summarize your argement and remind your reader as to why the topic is significant and important.

3. Your proofs must include at least five different sources of information that you can defend as being credible according to the criteria set up in lecture. At least two souces must come from a "goverment document" No more than two of your sources may come from popular magazines or newspapers.

(3) define key terms and creating the primary inference: (key terms: placebo, actual benefits and patient) (primary inferene: the interpretation of a proposition made on the basis of your defintion of terms)
(4) defermining the issues: the reasons that prove proposition beyond reasonable doubt.

3. Because we are operating in the realm of "public advocacy" you must be sure that you address your audience as a particular "public", as a group or collectivity that has a commom set of interests which function to define them as a community of some sort. Remember, your ultimate goal is to seek sort of "public" action, bot personal or private action, and thus you want to talk to your audience as if they are "citizens" of some sort and not private individuals.

Essay Instructions: In my issue paper I want to discuss the ethical implications to nurses for giving placebos. It is my understanding that currently, if a patient is not informed by his/her health care provider about placebos, it is unethical for a nurse to administer a placebo to a patient.
