Essay Instructions: These topic is well established in both in case law and statutes. However, with the threat of terrorism, the established legal principles may need to be analyzed and amended. For example, in July 2005, following the bus and train bombings in London, police shot and killed a passenger who they suspected of being a suicide bomber. Tragically, this assumption was wrong. It is my belief that American public safety and law enforcement personnel will be faced with similar difficult decisions. Current Use of Force policies are ill prepared for this dynamic and dangerous circumstance. The same can be said for searches, interrogations, intelligence gathering and surveillance methods, liability for violent crime and terrorism, and legal authority for private security personnel.



In general, the research paper and presentation should, at a minimum deal with the impact of terrorism, and have some relationship to laws and operations relating to public safety. For example, the student may choose to examine specific laws, such as the USA Patriot Act, NSA Terrorism Surveillance, Terrorism Risk Insurance Act, the SAFETY Act, and the like. In addition, the group should research current case law for guidance and instruction. FOR EXAMPLE THE OKLAHOMA CITY BOMBING, WATERGATE, WEATHERMEN, WACO TEXAS.



The PAPER should act as a policy making body which is addressing important legal issues with due consideration for the operational implications of the specific issue/TOPIC. In short, these dynamic times require thoughtful preparation—which needs to be addressed prior to any pending crisis. This paper and the related presentation will be due on the last class. The presentation should be 20-30 minutes.
