Perhaps, the paper can start with a brief introduction of what a mortgage is and its unique complexities that make it successptible to fraud. IT should address predatory lending,property flipping, and packing of fees. It needs to address the different federal regulations which are intended to protect the consumer as well as the response of state legilatures to address this issue. IN addition it needs to address what different agencies are doing to enforce these laws and to prosecute offenders, for example the department of justice, IRS, HUD and others. The paper needs to have 200 footnotes total. The footnotes should be on the bottom of the page that it is refernced. While footnotes can be used to identify the source that an idea or fact came from, half of the footnotes should be intellectual thoughts or statements that did not fit in the paper but as a footnote can enhance or further an idea.
