Some questions to consider when writing this paper are: the current public policy associated with the issue; how other federal & state local governments are attempting to deal with this issue; what steps have been taken by which governments and what have been the outcome of those steps; who are the driving advocates for a public response; why a public response is necessary from the advocate's perspective; when should a response be initiated, immediately or after legislation; what is likely to happen if no public response is initiated; what groups of industry, citizens, etc. are impacted if a public posicy is developed, or not developed, and what the impact would be, and the positive or negative outcomes associated with those impacts on the group(s); and if public policy is to pay a portion or more of the costs for implementing a reponse, what is likely to be the impact on public funds (i.e., the total estimated cost to revenues per year).
