Due to the interconnection between Quality Management Systems (QMS) and Environmental Management Systems (EMS) and the potential possibilities to learn from one process to the other, it seemed appropriate to study the common features of Total Quality Management (TQM) and ISO9000/1:2000 (QMS) standard with those of ISO14000/1:1996 (EMS) standard, which consistently follow the concept of TQM, furthermore the new advanced concept of TQEM. The special Feature and Scope of this study, must be its emphasis on establishing an Integrated Management System (IMS), or else a TQEM system. In other words, a TQM/QMS system for the quality of products and the improvement of services provided by modern organisations, and an EMS system to control the environmental quality aspects of these products and services.

* CHAPTER 2: LITERATURE REVIEW.

The following chapter is the chapter dedicated to the Literature Survey conducted for the proposed research study in request. Chapter 2 discusses the most important issues surrounding the research subject like the absolutely important concept of QUALITY and ENVIRONMENT (generally in the beginning) but also in further detail later, and their relationship with Organisational Performance and Operations, also. Furthermore, Traditional Management Systems and how they?ve been evolved over the years ?till nowadays (modern form of Management Systems far more complex but better and much more advanced). Management Systems Standards for the Quality and the Environment (in generall) but in further detail ISO9000/1:2000 (QMS) & ISO14000/1:1996 (EMS) standard concerning quality aspects of modern environmental issues, explaining the harmonisation /similarities of the two standards, but also the main differences between them. Then it?s the time to discuss about Quality Management Systems (QMS) and related concepts like Total Quality Management (TQM), fundamental principles of quality gurus like Deming, Juran, Crosby etc, followed by Environmental Management Systems (EMS) and TQM principles inside ISO14001:1996 (EMS) standard. It is absolutely necessary before going to the concept of Integrated Management Systems(IMS), firstly discuss the vital CHANGE of Management inside the organisation i.e. MANAGEMENT CHANGE, and by that I mean the Change of Management thinking inside the business environment, explaining some very important objectives for this transformation (Change of Management thinking) like the issues of Cultural Change, Management Knowledge, Learning, Management Commitment, Empowerment and Involvement of the employees, and last but not least Communication of everyone (from top to bottom) throughout the organisation. Then the concept of the Integration itself must be discussed, concerning issues like Partial or Full Integration of QMS and EMS systems and the advantages following each option, but also the implications and problems following it. Finally the time has come to analyse, at that point, the concept of Total Quality Environmental Management (TQEM), which is also the Scope/Purpose of this research Study, explaining the fundamental Principles, Tools, Techniques, Implementation, Implications, Advantages and Disadvantages behind that particular concept. At the end of this chapter a Summary section must be included outlining the issues discussed above.

*CHAPTER 3: RESEARCH METHODOLOGY.

The third chapter is the chapter containing the Research Design for the proposed dissertation in request ( see Uma Sekaran:Research Methods for Business, 1992 ), explaining the nature of the Research upon request (Applied or Basic), the Data Sources collected (Primary or Secondary, the Research Methodology conducted, the Theoretical Framework of the research study (Dependent or Independent variables), Rationale of the research study, what style has been preferred (Qualitative or Quantitative way of research, the Data Collection Methods ( Questionnaires from Subject Population), Validity and Reliability of the collected data, Hypotheses Formulation/Development (***** Very-Very Important Note: It is a PREREQUISITE to have definitely SIX HYPOTHESES QUESTIONS formulated, concerning AIMS & OBJECTIVES & the SCOPE/PURPOSE of the research***** ). The issue of Integration of QMS and EMS systems must be discussed, using as a connecting link the common characteristics between their standards (ISO9000/1 & ISO14000/1) and their common principles due to TQM, and the potential development towards a more holistic approach, like the concept of TQEM, and discussing the significance of the research Data-Results. At the end a Summary section must conclude the chapter.

* CHAPTER 6: CONCLUSION.

The conclusive chapter should explain the final conclusions obtained throughout the progress of the dissertation in request and also explaining the Limitations of the study and giving Recommendations for further action.

The Situation:
You have recently been appointed to the position of assistant production manager in a company that is involved in injection moulding articles that are subsequently screen and litho printed in several colours. They are then coated with a protective UV varnish.

The nature of the work is very specialised, requiring equipment that has been purchased abroad and specially modified for the purpose. The site is a modern, two-floor warehouse with offices to the front, and the production areas to the rear.

The Managing Director who set up the company retired one month before you joined, and the new management is concerned that the incidence of accidents and illness is affecting production. They also wish to achieve cost savings of at least 4% year on year that will be achieved through better use of resources and business efficiency programmes. A brief survey of the site has shown the following:

1. One multi-colour small format press has had the stop buttons and guard interlocks disabled by the production engineer, in order to speed production and assist in ease of maintenance.
2. A balcony on the second floor overlooks the main production areas. The edge of the balcony is guarded by a rail approximately 1 ? metres high. Sections of this rail are removable to enable a fork lift to store pallets of material temporarily.
3. The air conditioning frequently breaks down. The service contract has not been renewed.
4. Both high flash point and low flash point solvents are used. Fume extraction is not effective.
5. Inks are mixed in a small room with no opening windows and limited ventilation.
6. The workforce is predominantly female, semi skilled. Machines are set up by the production engineer and operated on a productivity/bonus system.
7. Workloads are high, and the company may be expanding in the future.
