Essay Instructions: The essay should be between 1,000 to1500 words. The essay must be prepared using a word processing, 12 point type, one inch/2.5 centimeters margins, double spaced. This format is approximately 300 words per page. This is intended to be an essay and not a research paper.

You have been given the responsibility to design and implement a disaster/emergency management program for an organization. Provide detailed description of the organization and how you would design, develop, and implement the program that enhances resiliency, provides for continuity, paying close attention to implementation challenges (for example, local resistance, lack of funding, etc.), and identifying some potential solutions and refrence all four phases of Emergency Management (Mitigation, Preparedness, Response, & Recovery).

Essay Instructions: It has been said that ?all disasters are political,? and there is considerable evidence to support this statement. For instance, the elder George Bush is said to have lost the election because of a perceived deficient response to Hurricane Andrew in 1992. His son, George W. Bush, suffered politically for years as recovery operations on the Gulf Coast dragged on at a pace considered unsatisfactory by constituents and Congress alike.

In the aftermath of disasters, we look to our elected leaders to solve the problem at hand, and their ability to do so influences public opinion from that point forward. Prior to the onset of disasters, however, the political nature of disasters is not as apparent to these same leaders.

For the Portfolio Project:

?Assess the current state of the emergency management field in regards to its political influence. Does it appear political influences are subsiding? Give two examples supporting your assessment.

?Analyze a recent U.S. disaster and identify three politically charged components in the mitigation, preparedness, response, and/or recovery phases.

?Describe how disaster policy might be more proactive and how this could be accomplished.

?List the greatest obstacles to a more proactive evolution of emergency management.

Your paper should be 3000-4000 words in length, well written, and formatted per specifications for APA Style. Support your analysis by referencing and citing at least five credible sources (peer-reviewed articles, textbook, and/or government reports) other than the course textbook. The Virtual Library is a good place to start to find credible sources, including government reports.

Essay Instructions: 1.Identify and trace the pattern of policy change in emergency management within the United States. Specific items/events/actions within the pattern of policy change correlate to a ?historical reason? and should be included as part of the synopsis. Typically the historical reason is called a focusing event by scholars like Birkland (as referenced above). Identify the focusing events in the emergency management history section and the associated policy change actions surrounding the events.

There are a number of ways to approach this type of history review when we are looking for patterns in policy change in order to understand how we arrived at our current policy and political situation. One reason to complete a historical review is to see what worked well and what did not work well policy wise. As an example, we could review policy and event history about FEMA?s effectiveness under the Carter administration (James Lee Witt era) vs. the effectiveness of FEMA under the policies of the George Bush administration (Brown and Chertoff era).

A ?historical reason? list chronologically arranged in a time line or table format are possible approaches. Include a narrative (brief) describing the specific event/reason and what it involved:

? Focusing event (war, disaster, terrorism event, etc)

? Policy or legislation change that happened because of the event

? Change in emergency management policy focus (all-hazards, civil-defense, terrorism, natural disaster only).

2. Obtain available copies of local policies, both pre and post Department of Homeland Security Agency influences resulting from governmental response to disaster events. If pre 9/11 policy documents are not available, use current policies and discuss historical information with local manager.
