Essay Instructions: The paper must be a 10 page term paper on the topic of Chapter 9 which is the bankruptcy law for municipalities. I would like for the paper to begin with a history of Chapter 9 (1934 Amendment) and then go into details like the purpose, eligibility, how it works, courts role/power and the process. A lot of this information can be found on the website uscourts.gov. The paper then needs to talk about notable Chapter 9 bankruptcies like Orange County, California in 1994; Vallejo, California in 2008 and other recent ones like Prichard, Alabama in 2009 (more can be found on Wikipedia and other sites). The paper needs to discuss why these cities/countys had to file chapter 9, how it worked for them and the outcome. I would like for the paper to finish with the scare of more municipalities looking at filing chapter 9 in the near future due to the financial crisis ( good artical in the Wall Street Journal on Feb. 18th, 2010 called: Muni Thert: Cities Weigh Chapter 9).
