I would like for the paper to begin with a history of Chapter 9 (1934 Amendment) and then go into details like the purpose, eligibility, how it works, courts role/power and the process. A lot of this information can be found on the website uscourts.gov. The paper then needs to talk about notable Chapter 9 bankruptcies like Orange County, California in 1994; Vallejo, California in 2008 and other recent ones like Prichard, Alabama in 2009 (more can be found on Wikipedia and other sites). The paper needs to discuss why these cities/counties had to file chapter 9, how it worked for them and the outcome. I would like for the paper to finish with the scare of more municipalities looking at filing chapter 9 in the near future due to the financial crisis ( good article in the Wall Street Journal on Feb. 18th, 2010 called: Muni Theft: Cities Weigh Chapter 9). The paper will not be graded on the format, but rather the content. It does not need to be in any certain format, but all references must be cited and there must be a works cited page.
