4. There are times where legislative veto is essential and serves the purpose of keeping the two houses in balance. Without it, the bicameral system would not properly function.
5. I do agree with the court's decision. There are already federal laws in place limiting the legal smoking age, any further government intrusion is going too far. Tobacco has not met its match. The FDA only has the power to regulate purity and quality of the products. While this does add an extra burden onto the manufacture of tobacco products, it does not limit their ability to run the business.
