3. Structuring and enforcement process to respond to offenders, crime crews and/or gangs that includes various sanctions, i.e., pulling levers, to stop them from continuing their violent behavior.

4. Offering social services and specific resources to offenders to help them change their lives: Those who are open to the process are assisted in completing their education, finding employment, and providing for their basic human needs.

5. Communicating with the offenders to make them aware that they are under scrutiny: To emphasize the consequences of continued live of crime, offenders are told what has happened to other groups who have committed certain violent crimes such as shootings, and that the same enforcement awaits them should they engage in unlawful actions (Kennedy, 155-159).

One means fro communicating this information is through a call-in or notification meeting in which offenders and persons who love them are invited to a meeting with law enforcement officials, social service providers and faith community representatives (Braga et al., 132-162; Kennedy, 155-159). Communications with offenders play a key role. For example, separate crime crews on the street are not often aware that another group has been swept off the streets by law enforcement. Informing these crime crews of recent arrests or detention of their peers, coupled with the promise that they will experience the same consequences changes their behavior. Offenders are affected by their loved ones, frequently their mother or grandmother, telling them to stop dealing drugs. Offender may allow be moved by the personal stories of homicide victims' mothers and grandmothers as well as neighborhood residents and ministers reaching out to them. Call-in or notification sessions have a significant impact on invited offenders. In has been noted that when word about the call-in sessions spreads, sometime even uninvited offenders show up and ask to be allowed in the participate (Kennedy, 155-159)

Research has shown that "local collaborations between law enforcement and community agencies can be effective in reducing homicide" because they involve the problem-oriented policing strategy of "a thorough assessment of the characteristics of local homicides" (Rubin, Gallo & Coutts, 2008, p.43) As noted, targeted use of the pulling levers strategy has had positive results in deterring violent crime in several cities.And in each location, homicides declined markedly immediately following program implementation. That's why it would be right to implement this strategy in Geneva.
