This is when they will abide by these guidelines. The enforcement of these provisions will create a procedure for investigating offenses, protecting the rights of the accused and punishing those who violate the code of ethics. ("Police Officer Code of Ethics," 2004) (Berg, 1999)

What makes this approach so unique is the department will function as an independent entity. This means that Internal Affairs will have the power to overrule the Chief of Police and the officers inside the department. They are accountable to the oversight committee which is responsible for enforcing these provisions. This process will occur by taking a balanced approach that is focused on transparency, protecting the rights of the accused and effectively investigating any kind of violations. ("Police Officer Code of Ethics," 2004) (Berg, 1999)

Conclusion

Clearly, police deviance and integrity are major issues that every department must deal with. This is because there are times when officers will be forced to engage in actions that may infringe upon the rights of the individual (in order to protect the general public).
The problem is these tactics will often be utilized in variety of situations. This is when the odds increase that potential abuses will occur.

To prevent this from happening requires enacting a code of ethics and establishing an Internal Affairs division. They will report directly to an oversight committee, who has the power to investigate and sanction officers that violate these provisions. When this takes place, the underlying amounts of deviance will decrease by having effective procedures for guiding officers and punishing them for violating these provisions.
