Some Americans were dissatisfied with the explanations and "No Blood for Oil" became a rallying cry for domestic opponents of the war. After a sober January debate, the Senate finally voted 52-47, and the House 250-183, to authorize the President to use force (Persian Gulf War, 1990-1991). The Persian Gulf War was not another Viet Nam. The opposition was not as great, nor was the support for the administration's actions unanimous.
