And it does this by conducting investigations and enforcing laws that deal with public health, order, and decency.

"Morals" and "decency" are not words one would expect to see in the core values of a secular institution like a police department, but they are definitely in line with the stated core beliefs of SLU. As stated previously, SLU has it basis in a strong Catholic ideology, which is permeated with morality and decency. Catholic teachings, which are at the center of the core values of SLU, teach a person to be a moral individual who acts with decency. While maintaining the core values of maintaining excellence, respecting the law, protecting communities, and acting with integrity, the Lubbock Police Department does not forget to maintain a code of moral conduct that also expects society to act within the norms of decency.

One of the causes of the failure of the United States to detect and interdict the terrorists of 9-11 was its lack of cooperation between agencies, at all levels, as well as its inability to communicate between those agencies. Since that time the United States has completely redesigned its attitude toward homeland security, stressing the cooperation and communication between agencies, not only at the national level, but at all levels of government. There has also been a redirection in the focus of most government agencies, placing homeland security as one of their top priorities. For example, the Immigration and Customs Enforcement Agency, which one would think has little to do with stopping terrorism, actually engages in homeland security operations on a daily basis. Even individual states have engaged in preparations and operations involved in homeland security, especially through the state's police departments. The Michigan State Police recently conducted operations in cooperation with the FBI to stop a terrorist attack and apprehend the suspected terrorists.
Because of the cooperation between state and federal law enforcement officers, the "Hutaree Militia" was prevented from staging devastating terrorist attacks.

But it is not only the larger law enforcement agencies that play a role in homeland security, local police departments also are involved. In early 2011, the Lubbock Police Department uncovered a suspected terrorist who was involved in constructing an Improvised Explosive Devise. Through cooperation with state and federal law enforcement, the Lubbock Police Department apprehended the suspected terrorist and held him, foiling a major act of terrorism inside the United States. The multi-level, interagency approach taken by the United States after the attacks on 9-11, as well as the new focus of all law enforcement on homeland security seems to have had some successes.
