The responsibility for adequate medical direction under the Ohio Revised Code and the Toledo Municipal Code was given to the Director of Health as long as they were a licensed physician, licensed dentist or licensed veterinarian, otherwise it would be overseen by the Medical Officer. The responsibility for enforcement of all federal, state and local public health laws including, but not limited to Part Seventeen, Health Code, were directed to the Director of Health and Environment and/or the Medical Officer (Department of Health and Environment, 2008).

The Director of Health and Environment was given the authority to exercise all powers granted to commissioners of health of city health districts by the Ohio Revised Code and the Toledo Municipal Code. Yet, when the Director of Health and Environment is not a licensed physician, licensed dentist or licensed veterinarian, then those powers which require medical direction shall be granted to the Medical Officer (Department of Health and Environment, 2008).
The laws at all levels that affect the medical field are all there for public safety and protection. These laws range from dealing with specific things such as privacy to the creation of an entire agency such as a city health department. All these laws are just as important as the next and are needed in order to ensure safe and effective medical care.
