Recommend a strategy for Hammer to resolve the problem.

To resolve the situation, Hammer must sit down with: the doctors, Harding and Dr. Boyer. At which point he would listen to the issues that were caused by the new system she implemented and possible ways that the issue can be rectified. At the same time, he would listen to why Harding utilized the approach that was taken, instead of working with the staff. Once Hammer has listened to both sides, he would bring Dr. Boyer back to the hospital, to address the problems with EKGs. The system that Harding is using would be suspended until a workable approach can be established. Because Harding went on vacation and refused to discuss the issue with the staff, she should be terminated immediately. The reason why is because her ideas and management style are poisonous to a health care environment. Where, she will introduce radical changes and then go hide from the people she is suppose to working with. Once this takes place, Hammer would need to find people on the staff and the board, who can help everyone to understand the seriousness of the issue.
At which point, a committee could be formed that will consist of administrators, staff and board members; with the objective of reducing operational costs as much as possible. If this kind of an approach can be taken, it will help to reduce the heated atmosphere, while helping Hammer to realize the cost reductions he is looking for.
