Part One/First Questions:

If I were student BI would have responded in a positive manner. I would have written something like:

"Hello, sorry I didn't respond to you earlier. As you probably know I am very busy with my schoolwork. I think it would be cool to get together sometime, maybe in a few weeks when we are less busy. Thursdays are good for me, if you want to have a quick drink. Let me know."

I would not suggest any changes to the initial e-mail from Student A. While there could be some grammatical errors, e-mails are not supposed to be grammatically correct, and anyway, this communication is casual and informal.
Also, as the student is a non-native English speaker he or she actually did a great job communicating in English; the message is totally understandable. Also, the suggestion to get together for lunch or drinks does not seem too forward, considering the student just wants to make friends. The situation could be different if Student A was a male and Student B. was a female, however, because in that….....
