In the given case scenario, there are several triggers that would dictate the way the police officer would handle the involved men in the fight. First, if one or both of the men involved would display a continues aggressive behavior even in the presence of the law enforcement officer, this would be a reason for the officer to respond with reasonable force to end the duel. The disregard for the instructions that the officer may give, for instance to put their hands up or freeze would as well call for use of assistive tools like the Taser gun to incapacitate the suspects for arrest. Worse still, if one or both suspects would turn violent towards the officer, he may have to use any means possible in self-defense. The suspects may also opt for the use of human shield to avoid arrest and in this case the officer would put the safety of the public into consideration first by doing anything within his means to put the suspect under control. There are instances when the general public, or the onlookers may turn rowdy and try to side with the suspect. In such a scenario, if the officer is able to take away the suspect as fast as possible from the scene that would help defuse tension.The other measure would be to call in reinforcement to help handle the crowd.

Changes and how the police departments were affected

1940s and 1950s: The automobile becomes widely used in America.

This meant that there was quicker access to far flung areas that may raise an alarm hence reduction in the crime as the criminals were either apprehended or feared committing crimes due to the fear of quick response (Division of State Police, 2014).

1960 and 1970s: The civil rights movement progresses and women enter the workforce in far greater numbers than previously.

The civil rights increased the rates of equality within the forces and with the introduction of more women within the forces, there was better consideration of the female suspects who would not have to endure psychological trauma especially after the arrest as the female officers would handle them more. There was also an increase in trust of the police force among citizens as it was seen to be catering for the needs of all people. The civil rights movements also sneered higher responsibility among the police (Sagepub, 2006: Pp14).
