The author's main concern is that those that read the passage understand what the Periplus is and the different ports that had been visited. Also important to the author is what these ports have to offer, since various ports have different items that they can offer to traders. Knowing how to get to specific ports and what those ports offer for the trader seems to be the most serious and important focus of the author's work.

The short answer to this question is 'yes.' There are many areas of the world that have resources that are not found in other parts of the world. Because of this, a good balance of trade is necessary so that those in one country can have items and resources that originate in another country. When trade is compromised, this hurts many different people. Those that have the goods are overstocked and not getting their money or traded goods, but those that need the goods experience shortages and strong price increases. Neither of these are good for any country, and therefore keeping trade open is very important.
