Oyun knows these three trips well and would offer packages comparable to those of the already established companies, and he would rely on increasing the number of tour groups so he would have the same level of business that the other companies have now. He might gain some business by drawing away from their clientele, but that is not as likely as that he would seek to develop a broader client base. To do this, though, he would have to offer something more than they offer, such as lower rates. He is not able to do this. He might be able to modify the itinerary by taking his clients to other destinations, assuming there are some other sites on the route that would appeal to those clients. This is somewhat uncertain as well, so much so that Oyun cannot base his new company's future on it working. There are some other tours that are less common, and Oyun might find a way to make them more interesting or more appealing. This also is uncertain. Alterantive 2:

The second alternative is for Oyun to develop the tourist destination and route that he has thought out himself, a tour that would have a good deal of appeal for several different types of clientele. This would be to a remote area to observe the Kazakh

They are related to the Turks and eagle hunt in western Mongolia. Such an approach would offer a tour that no other company offers at this time, which would set Oyun apart from the first. Of course, he would also have to develop th client base for this particular tour. It involves a certain type of hunting, which might appeal to the outdoors group. It has elements of eco-tourism, except that eco-tourists usually shy away from hunting as a damaging sport that harms nature more than it helps. They might like to see the golden eagles of Kazakh, but they would not like to see those eagles hunting foxes. There should b e a strong appeal to those who want to visit remote parts of the world not visited commonly by others, and this region fits the bill. Getting a party...

However, it might be difficult to start a company with a completely new tour and develop the population to go on that tour at the same time. The price is comparable to other tours, but many people do tend toward the tried and true. This alternative has possibilities, but not alone.
Third Alternative:

The third alternative is the one to choose, though it also involves more work. Oyun can offer the same tours as others do plus the new tour to the eagle hunt, and in this way the potential client will sort themselves out according to what they want. The likelihood of getting several tours started is good, and after that, how good the service is will determine repeat business and good referrals that will help keep the business going into the future. The long-term health of the entire industry depends on such referrals, but it also depends on developing a more reliable airline system. A recent news article states, in tortured English, "The country's tourism industry lacks [sic] of adequate and reliable air transport services, both domestic and international, as [sic] the main impediments to the growth of their businesses, say industry workers" ("Reliable Domestic Flights Needed to Develop Tourism Industry' Says EzNis" para. 6). That is not and cannot be Oyun's responsibility, but to the extent that he and others in the industry can make it clear how much this is needed, perhaps the government will respond.
