Vietnamese culture largely differs from North American culture: firstly because of the influences that each of the countries have had over the years and secondly because of the form of government administering each state. Even with that, thinking appears to have slightly changed in the last few years as the Vietnamese started to express an increased interest in becoming an active part of the international environment. This has had a positive effect on the state's economy, given that export rates increased significantly and people were encouraged to become competitive on a local level. Vietnam joined the WTO in 2007 and in spite of the fact that the government still controls most of the businesses in the country, individual companies are supported in becoming a part of a large industry focused on export. Although the global recession had a severe effect on Vietnam's economy, its number of poor individuals experienced a constant decline in the recent years.
